This position will assist in the performance of planning and programming airport improvement projects that will be funded with federal and state funds; work directly with airport sponsors to meet the FAA’s standards, policies, and procedures; and administer various aviation programs.
Working directly with airport sponsors, FAA, and Department staff, the employee will solicit, collect, update, and distribute airport planning and programming information to support the development of airport infrastructure projects across Oklahoma’s public airport system. This includes: 20-year airport project needs, Airport 5-year CIP’s, and project development information. In addition, the selected person will have the following responsibilities: • Conduct 5010-1 Airport Master Record updates and Safety and Standards inspections. • Assist in the development of the Department’s Airport Construction Program. • Conduct obstruction evaluations and prepare related permitting documents in accordance with the Aircraft Pilot and Passenger Protection Act and FAR Part 77. • Conduct Airport Pavement Inspections.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
Proficient computer skills with the Microsoft Office Suite.
Excellent written and verbal communication skills.
Basic knowledge of airport operations and management.
Self-starter mentality with ability to oversee projects, programs, and responsibilities with minimal supervision.
MINIMUM QUALIFICATIONS:
The Aviation Program Manager II position requires:
Bachelor’s degree which must be in aviation, airport management, airport planning, or a similarly related field.
Three-five years of relevant aviation, airport, or federal/state aeronautical agency professional experience.
Pay range for Aviation Program Manager II is $58,000 to $80,000.
The Aviation Program Manager I position requires (consideration may be given to fill this position at this level):
Bachelor’s degree, preferably in aviation, airport management, planning, GIS, or a similarly related aviation field.
Previous work or internship experience with a preference for that experience being in a relevant aviation, airport, or federal/state aeronautical agency professional position.
Pay range for Aviation Program Manager I is $48,000 to $56,000.
PREFERRED QUALIFICATIONS (either position level):
Previous job-related experience or internship within the general aviation airport industry.
Ability to interact with a range of professional individuals including consultants, local elected officials, airport managers, pilots, and the general public with respect and professionalism.
FAA private pilot’s license and/or Part 107 UAS certification.
Knowledge of the UAS industry and regulations concerning the operation of UAS.
General knowledge of FAA regulations, orders, advisory circulars, and design standards as it pertains to the airport industry.
Ability to use GIS platforms such as ArcGIS.
Ability to establish priorities, work independently or with a team, and proceed to complete objectives with minimal to no supervision.
In-depth knowledge of operating within the airport environment.
Ability to create and conduct oral presentations.
Interest in aviation and aerospace educational programs to support K-12 and secondary level students.
Experience with developing airport capital projects and programs.
