Reporting to theDeputy Director, Planning andDevelopment, theProgram Director – Strategic Planningwill play an integral part in the future of the Port Authority airport system. The Program Director will be responsible for developing, managing and coordinating the Aviation Department's Strategic Development plan, including individual Airport Master Plans reflecting the current and future operational needs of the airports, while meeting all federal requirements and ensuring a world-class experience. Overseeing a staff of professionals, the Program Director will manage planning efforts for Capital projects and redevelopment support, providing guidance and direction. They will ensure compliance of federal regulations and Port Authority policies and procedures.
Responsibilities
Develop and maintain a Port Authority Aviation system-wide Strategic Development plan capturing industry best practices, Agency net zero commitments, operational efficiencies and the highest standards for word-class facilities.
Update and maintain airport strategic Master Plans for medium- and long-term airport development, incorporating airside and landside efficiencies; in coordination with Redevelopment Programs update plans with the results of visioning exercises and collaborate with the Aviation Commercial Management team to include areas for future business opportunities to provide a holistic plan.
Provide leadership to the Aviation Planning Division (APD) in the preparation of planning products for airport developments including large redevelopment programs and capital projects.
Support airport visioning programs for development through coordination and technical guidance between project teams and APD staff.
Provide planning support for on-going construction and Redevelopment Programs at all Port Authority Airports.
Manage the review of Tenant Alteration Application (TAA) packages, troubleshooting problems to ensure effective closeout.
Oversee the timely and accurate delivery of regulatory submission documents, such as Airport Layout Plans (ALP) and the Airport Improvement (AIP) applications process. Ensure plans achieve maximum safety, highest level of efficiency and promote future development opportunities.
Provide a vision and leadership to planning staff, providing opportunities for growth and professional development. Foster positive communications with all staff and promote strong relationships with facilities, tenants and stakeholders.
MinimumQualifications
ABachelor's Degree in Engineering, Architecture, Transportation Management, Planning, or related fields from an accredited college or university.
A minimum of ten years of progressively responsible project management and/or engineering experience in delivering complex transportation related infrastructure andtechnology projectsof various scale and through the different phases of design, procurement and construction.
Demonstrated ability developing successful strategies to achieve broad program and business goals and understanding the impacts on various key stakeholders both within and outside the Port Authority.
A minimum of five (5) years of people management experience where you have managed, developed and motivated staff.
DesiredQualifications
Any experience with regulatory submission documents that include Airport Layout Plans (ALP) and Airport Improvement (AIP) application processes.
Expert knowledge of the principles, methods, and tools for developing, scheduling, coordinating and managing projects and resources.
Demonstrated knowledge of Port Authority capital planning, authorization and management process and procedures.
Proven ability to identify problems, assess the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, develop consensus and to make recommendations.
Superior interpersonal skills to interact with Port Authority staff at all levels, supporting departments, consultants and outside agencies and stakeholders.
Excellent oral and written communication skills.
Demonstrated negotiation and conflict resolution skills.
A Professional Engineer or Registered Architect license is desirable.
A Certified Member (C.M.) of the AAAE
A certified Project Management Professional (PMP)
