New Construction Commissioning Admin

Position Summary

Salary: $84,900 - $103,800 annually depending on experience. Regular attendance is required to meet business and customer needs. 
 
This position will provide project management and technical execution for commissioning activities related to new construction. The successful candidate will serve as one of three New Construction Commissioning Administrators (two specializing in HVAC/Controls and one in Electrical/Life Safety Systems). In this role, the individual will support design and construction quality assurance for new construction and major renovation projects across the MSU campus. Responsibilities include, but are not limited to, direct performance of the commissioning process; procurement and oversight of independent commissioning providers, HVAC testing/adjusting/balancing (TAB) contractors, and vibration analysis consultants; supporting the resolution of warranty-phase issues; and reviewing and updating MSU Construction Standards. In coordination with IPF Planning, Design and Construction (PDC) Project Managers, this position will serve as the commissioning authority on select in-house commissioning projects. Duties will include: assisting with the development of the owner’s project requirements; reviewing the basis of design, schematic design, design development, and construction documents; drafting commissioning specifications and plans; reviewing electrical / lighting controls / life safety equipment submittals; conducting construction-phase commissioning activities such as, but not limited to: creation of equipment/assembly installation checklists, carryout field inspections, lighting controls operational verification, witness life safety testing/provide documentation for verified completion, drafting of functional performance testing protocols (for electrical/lighting controls/life safety systems); creation of deficiency lists, support for owner training activities, and compilation of final commissioning reports. Additional responsibilities include supporting the evaluation of existing building electrical and life safety systems prior to renovation to help inform cost?effective, functionally sound, and efficient design-phase scopes of work. This position will also collaborate with the Construction Quality Assurance team to develop construction checklists for Skilled Trades Construction Representatives—focused on electrical, lighting controls, and life safety systems—to support the successful execution of in?house certificate?of?occupancy requirements under the campus Authority Having Jurisdiction Governance Policy.
 
The breakdown of responsibilities are as follows: 
40%: Electrical Systems/Lighting Controls: Provide project management and administration for the New Construction Commissioning (NC Cx) process, leveraging internal MSU resources (including IPF, RHS, and other subject matter experts as needed); this will include focused design reviews on standard and complex electrical/lighting control systems/equipment/assemblies, associated controls, and system interactions; carryout and provide oversight to creation and execution of field documents and associated field operations as related to NC Cx process (pre-installation, pre-startup, startup verifications, functional performance testing, warranty phase follow-ups). This may also include specialty testing such as thermal imaging, torque testing, etc. Procure and provide oversight to independent testing agencies - electrical commissioning, vibration analysis, and specialty electrical testing.
 
30%: Life Safety Systems (fire alarm and fire protection): Provide project management and administration for the New Construction Commissioning (NC Cx) process using internal MSU resources (IPF, RHS, and other subject matter experts as needed). Conduct focused design reviews for standard and complex life safety systems, equipment, assemblies, associated controls, and system interactions. Develop, oversee, and execute field documents and field operations related to the NC Cx process, including pre?installation and pre?startup activities, startup verifications, functional performance testing, and warranty?phase follow?ups. Procure and oversee independent testing agencies performing life safety system assessments.
 
20%: Provide guidance in developing and distributing Certificate of Occupancy checklist documents and commissioning field checklists to Skilled Trades Construction Representatives. Ensure all materials align with requirements outlined in the Campus Authority Having Jurisdiction Governance Policy and support consistent quality assurance practices.
 
10%: Provide technical assistance to Maintenance Services in addressing new construction building system deficiencies and warranty?phase issues. Collaborate to evaluate new technologies for potential inclusion in MSU IPF PDC Construction Standards, specifically related to electrical systems, lighting controls, and life safety systems.

Minimum Requirements

Knowledge normally acquired in four years of college, technical or vocational school in electrical, life safety/fire alarm, energy or applied engineering/engineering technology, energy modeling/analysis, mathematics, and/or statistics; five to eight years of related and progressively more responsible or expansive work experience in operations and maintenance of high-performance buildings; experience in electrical/lighting system commissioning, design review, project planning, construction codes and standards, and review of complex energy systems for suggestions on optimization; or an equivalent combination of education and experience. 
 
Possession of a valid vehicle operator's license is required; must meet MSU standards for safe driving.

Desired Qualifications

Bachelor's degree in applied, electrical or energy systems engineering technology; certification(s) in:  National Institute for Certification in Engineering Technologies - Fire Alarm Systems, National Fire Protection Association (NFPA) Certified Fire Protection Specialist, NFPA Certified Fire Plans Examiner; experience with development and review of construction documents / creation of lighting controls standards / energy data analysis; advanced working knowledge of lighting control systems, automatic building shading system controls/daylight controls scheduling, building automation systems, energy management information systems, utility metering; strong working knowledge of construction project document management systems / facility management systems / utility billing systems; demonstrated experience in the use, means and methods of infrared thermography and electrical testing instrumentation; demonstrated experience in analysis and troubleshooting of electrical and lighting control systems; demonstrated experience in estimation of repairs for facility operations related systems and equipment.
