The Program Manager role at LaGuardia Airport involves overseeing the redevelopment of Terminal A and the Marine Air Terminal, ensuring project alignment with Capital Plan objectives, and managing stakeholder coordination.
About the Role
Following the successful opening of Terminals B and C, LaGuardia Airport is entering the next critical phase of its redevelopment focused on the replacement of the existing Terminal A and preservation and integration of the historic Marine Air Terminal (MAT), collectively referred to as the Terminal A Program.
The Program Manager supports the delivery of the Terminal A and MAT Program by managing assigned projects, workstreams and interfaces in alignment with Capital Plan objectives including established governance, controls, and reporting requirements.
This role is accountable for the delivery performance of assigned projects and executing approved program strategies and integration requirements established by the Program Director.
Reporting to the Program Director, the Program Manager is responsible for day-to-day execution of defined scope elements, coordination across stakeholders, and implementation of approved program strategies. The Program Manager ensures that scope, schedule, cost, risk, and quality objectives are met for assigned workstreams while supporting overall program integration.
Responsibilities
Managing assigned projects and workstreams within the Terminal A and MAT Program, this role is responsible for implementing approved program strategies, phasing, and delivery plans. In addition, this role supports planning, environmental review, procurement, design, and construction activities coordinating with internal Port Authority departments, consultants, contractors, airlines, and regulatory agencies. Lastly, this role manages interfaces with enabling infrastructure, airport operations, and adjacent redevelopment efforts ensuring issues are identified early, escalated appropriately and mitigated where possible.
Program Controls and Delivery Responsibilities:
- Supporting program governance, reporting, and controls in accordance with the LaGuardia Redevelopment Program Management Plan (LGAR PMP)
- Developing and maintaining project schedules, cost estimates, forecasts, and risk registers
- Preparing input for Board materials, Major Items, briefings, and Gate Reviews
- Supporting procurement activities, including development of technical requirements and contract administration
- Tracking environmental and permitting actions to support delivery milestones
- Coordinating with other LGAR program teams to manage dependencies and avoid conflicts
- Supporting airline, tenant, and stakeholder coordination related to assigned scope
- Assisting with leadership briefings by providing accurate status, risks, and mitigation strategies
Leadership and Team Responsibilities:
- Leading, mentoring, and developing staff and consultant teams in alignment with best-in-class program management practices
- Implementing established performance expectations, milestones, and accountability frameworks for assigned scope
- Promoting collaboration, issue resolution, and continuous improvement across all program stages
Team and Stakeholder Coordination:
- Working collaboratively with Senior Program Managers, Program Managers, Project Managers, and functional leads
- Coordinating consultants and contractor teams to ensure alignment with program objectives
- Supporting resolution of technical, schedule, and stakeholder issues within assigned authority
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university in Engineering, Architecture, or a related field
- 10 years of progressively responsible experience leading complex transportation or aviation infrastructure projects,
- Three (3) to five (5) years of staff or consultant development experience within multidisciplinary teams
- Experience overseeing program controls, including scheduling, cost management, risk analysis, scope control, and code compliance
- Valid Driver’s License. This role requires travel to LGA construction sites not accessible via public transportation
Desired Qualifications
- Proven leadership of large-scale projects across planning, design, procurement, and construction, with the ability to align teams, resources, and strategy to deliver program objectives
- Strong ability to communicate complex information clearly and effectively to executive leadership, technical staff, and external stakeholders
- Demonstrated superior customer service, decision-making, problem solving, conflict resolution and interpersonal skills
- A collaborative, hands-on approach with a commitment to team development, shared accountability, and collective success
- Experience working within established capital delivery and governance frameworks
- Working knowledge of Port Authority capital authorization processes, Board-level approvals, and program management systems
- Experience coordinating with airlines, airport tenants, regulatory agencies, and internal stakeholders
- Demonstrated ability to influence, negotiate, and build consensus across organizational levels with professionalism and sound judgment
- Professional Engineer (PE) or Registered Architect (RA) license
- Project Management Professional (PMP) certification

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:?
Minimum: $119,678 Midpoint: $155,582 Maximum: $191,490
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
