OVERVIEW
The Judicial Council of California is accepting applications for the position of Facilities Operations Supervisor for Facilities Services.
The Facilities Operations Supervisor oversees the day-to-day operations and statewide delivery of security and emergency planning programs and services for the Emergency Planning and Coordination Unit (EPSCU). The role leads the Security Systems Program (approximately $6 million annually), which standardizes and improves access control, video surveillance, duress alarm, and detention control systems statewide; and the Screening Equipment Replacement Program (approximately $2.86 million annually), ensuring consistent screening equipment, installation, repairs, and service across all trial courts. The position also provides expert level consultation to the Executive Office on security systems, emergency planning, and emerging risks, directs unit staff, and oversees contracts, vendors, and consultants supporting these statewide programs. Additionally, this position delivers subject matter expertise to courts and council staff, supports construction and facility modification projects, and provides leadership across EPSCU’s multiple other statewide programs and services.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
RESPONSIBILITIES
- Provide coordination of disaster and emergency response planning activities
- Advise courts and JCC management on emergency response issues, urgent programs, and security technology considerations
- Coordinate emergency response plans and command activities for courts and the JCC during times of disaster, emergency, or riot
- Manage the statewide Security Systems Program (approximately $6 million annually) and the Screening Equipment Replacement Program (approximately $2.86 million annually)
- Includes standards, scopes of work, budgeting, vendor and consultant oversight, installation, maintenance, testing, and program performance tracking
- Review project scopes with staff; direct technologies to be used; and confer with courts on requirements, including statewide evaluation and refresh of electronic security systems and screening equipment
- Review vendor or bid packages as presented; assess budget requirements and availability; recommend approval or return for further development
- Provide contract oversight for multiple statewide master agreements and technical education
- The unit manages multiple master agreements with vendors for security equipment and services; some contracts are renewed annually, while others run for multiple years with option terms
- Includes screening X-ray systems, camera systems, access control, duress systems installation and repair, and maintenance of COOP planning programs, requiring regular justification, re-bidding, and updates
- Collaborate with vendors daily to resolve customer issues, update performance requirements, and administer contract-related matters
- Provide security consultation for the trial courts and for courthouse construction and facility modification projects
- Includes assessments, design guidance, and coordination with architects, contractors, sheriffs, and design teams
- Provide subject-matter expertise, site surveys, assessments, and security design advice to courts and project teams; ensure alignment with JCC security standards
- Manage security improvement projects funded through the unit, including installation, maintenance, and testing of equipment; coordinate with manufacturers, vendors, contractors, courts, and design teams
- Perform duties related to the administration and management of the unit
- Maintain and develop policies and procedures related to building security consultation and emergency planning
- Perform budget management activities, including preparing presentations for budget advisory committees, approving invoices, and making recommendations to management regarding budget-related issues
- Act as lead staff to the Court Security Advisory Committee and serve as liaison to other committees
- Includes the Trial Court Facility Modification Advisory Committee
- Advise committees on issues related to security preparedness and emergency response planning
- Provide updates on various security projects and programs
MINIMUM QUALIFICATIONS
Bachelor’s degree, and five (5) years of building structure/systems management, facilities maintenance, project management, and budgeting/cost analysis experience, which includes one (1) year of supervisory experience. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Three (3) years as a Facilities Management Administrator, Security Coordinator, or other level (C41) class with the Judicial Council of California or three (3) years of experience performing the duties of a class comparable in the level of responsibility to that of a Facilities Management Administrator or Security Coordinator in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
DESIRED QUALIFICATIONS
• PSP or CPP certification from ASIS International or equivalent
• Law enforcement experience
• Previous experience working with the Courthouse or federal facilities security standards
• Experience working with Judicial Officers
• Security system expertise

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
