Primary Description of Work This position serves as a Facility Maintenance Supervisor within Facilities Management, providing leadership and oversight of maintenance operations across residential facilities. The role supports a full range of building trades functions, including HVAC, electrical, plumbing, carpentry, masonry, and painting, and may perform skilled trades work as needed. Responsibilities include supervising multiple trades within a physical plant operation and ensuring the effective execution of maintenance, repair, replacement, fabrication, installation, alteration, and minor construction of facility components in accordance with applicable codes and safety standards.
The position is responsible for hiring, training, supervising, and evaluating staff; conducting performance management and competency assessments; and ensuring work is completed with a high level of quality, efficiency, and compliance. Work requires strong planning, problem-solving, attention to detail, communication, and a commitment to workplace safety.
While administratively housed within Facilities Management, this role operates in close partnership with the Division of Student Affairs, with a focused responsibility for supporting residential facilities. Through a dotted-line reporting relationship to Student Affairs, the position aligns maintenance operations with the needs of a residential student population, ensuring that facilities services contribute to a safe, responsive, and student-centered living environment.
The position may be required to obtain and maintain applicable certifications, licensure, and training relevant to the work performed and must ensure compliance with building codes, regulatory requirements, and university policies.
Work Schedule and hours Monday-Friday 8:00am - 5:00pm; Occasional weekends and emergency maintenance on-call.
Description of Responsibilities and Duties Residential Facilities Operations and Maintenance (Housing & Residential Buildings) Provide comprehensive oversight for maintenance and operations across UNCSA's residential facilities, including Artist Village, Center Stage Apartments, and High School residential buildings (Sanford, Moore, and the Connector), ensuring safe, functional, and student-centered living environments.
Schedule, prioritize, and oversee all building trades work within residential facilities; monitor schedule adherence, address backlogged work orders, and implement strategies to maintain timely service delivery for student housing needs.
Utilize StarRez work order system to manage, track, and report on maintenance requests, ensuring accurate documentation, timely response, and clear communication with residential students and staff.
Develop and manage weekly work plans and staff assignments; coordinate schedules with mechanical, housekeeping, grounds, and construction teams to minimize disruption to residential communities.
Conduct regular facilities condition assessments of residential buildings, including structural systems; develop repair and renovation plans with defined scope, cost estimates, and timelines aligned with housing occupancy cycles.
Coordinate and manage contracted work for residential facilities, including preventative maintenance, service agreements, small renovations, and major repairs, ensuring quality, timeliness, and minimal impact on residents.
Supervise and support facilities staff assigned to residential operations, including performance management, annual evaluations, corrective actions, and timesheet oversight.
Establish and implement performance metrics and reporting standards using StarRez and CMMS data, including work order completion rates, response times, and backlog trends, to assess effectiveness and identify areas for improvement.
Ensure compliance with workplace safety standards across all residential facilities operations, including implementation of PPE protocols and adherence to OSHA and North Carolina safety regulations.
Maintain working knowledge of applicable building codes, Occupational Safety and Health Administration (OSHA) regulations, fire and life safety codes, Americans with Disabilities Act (ADA) accessibility requirements, and UNC System policies governing residential facility operations.
Review and approve all purchases related to residential facilities operations, including materials, supplies, and vendor services, ensuring fiscal responsibility and alignment with university policies.
Lead and manage special projects within residential facilities, including capital improvements, housing-related upgrades, and initiatives that enhance the student residential experience.
Plan, coordinate, and execute building turnovers of all residential facilities, including deep cleaning, painting, carpet replacement, appliance inspection, and unit-readiness inspections, in close coordination with Residential Education to meet move-in deadlines and occupancy timelines.
Coordinate Housing Maintenance operations during move-in and move-out periods in partnership with Residential Education and High School Life staff, ensuring adequate staffing, rapid response to unit deficiencies, and timely turnover of spaces.
Lead and manage special projects within Housing Maintenance, including capital improvements, housing-related upgrades, and initiatives that enhance the student residential experience, coordinating with Residential Education and High School Life, NCSA Housing Corp. and university administration as appropriate.
Establish and model a culture of customer service appropriate to a residential environment, setting clear expectations for staff responsiveness, professionalism, and communication with students, parents, and partners in Residential Education and High School Life.
Manage the scheduling of residential pest management program, including vendor oversight, bed bug response protocols, treatment coordination, and resident communication, to protect the health and reputation of residential communities.
Review and approve all purchases related to Housing Maintenance, including materials, supplies, and vendor services, ensuring fiscal responsibility and alignment with university purchasing policies and state procurement regulations.
Develop and monitor the Housing Maintenance operating budget with awareness of UNCSA's auxiliary enterprise funding structure, ensuring expenditure decisions reflect the direct impact on housing rate sustainability.
Oversee warehouse operations and maintain accurate inventory of appliances, furniture, tools, parts, and supplies to ensure resources are readily available for timely housing maintenance; establish par-level standards and inventory tracking processes to minimize waste and prevent shortages.
Administer surplus property processes in accordance with university and state guidelines, including tagging, storage, condition documentation, transfer coordination, and disposal of surplus furniture, appliances, and equipment.
Coordinate with Residential Education and High School Life on room condition documentation and damage billing, ensuring furniture and appliance condition assessments during move-out inspections are accurate, documented, and communicated to housing administration in a timely manner.

Knowledge, Skills and Abilities Demonstrated experience in working in residential facilities, with knowledge of ACUHO-I best practices and standards for housing operations. Ability to provide student-centered customer service, with strong communication skills and responsiveness to the needs of residential students. Working knowledge of building codes and all other rules and regulations governing repair, maintenance, and construction of facilities. Proficiency in performing journey-level work across multiple trades, with the ability to read schematics, blueprints, and technical documents. Strong supervisory skills including the ability to train, direct and evaluate staff while fostering a collaborative and effective team environment. Comprehensive knowledge of repair, maintenance and construction techniques, including tools, materials, methods, and equipment used in the building and mechanical trades.
